How to obtain a residence permit through investment in real estate in Cyprus?

Obtaining a residence permit (RP) through the purchase of real estate in Cyprus is the most accessible and fastest way to legalize yourself in the EU. The Republic of Cyprus offers flexible conditions and transparent procedures, which makes the program especially attractive to investors from Europe, Asia and the CIS countries. The category F program is especially popular, which provides for a permanent residence permit upon purchase of real estate from a certain amount.

Why residence permits through investment are in demand?

The main advantage of obtaining a residence permit through investment is the simplicity and speed of registration. Unlike other EU countries, in Cyprus:

  • there is no need to permanently reside on the island;
  • income from outside the country is allowed;
  • the right to own property is retained, even if the residence permit is canceled.

Many investors choose Cyprus not only because of the favorable tax system, but also because of the climate, level of medicine and stable political situation. Since 2023, there has been a steady increase in demand for luxury real estate in Limassol, Paphos and Ayia Napa.

Basic requirements for real estate buyers

To participate in the investment program, you must:

  • buy real estate that costs more than €300,000;
  • confirm the legal origin of funds;
  • provide a certificate of no criminal record;
  • not be employed in the country.

Minimum investment amount and properties eligible for the program

According to current requirements, the minimum investment threshold is €300,000 for the purchase of one or two primary properties from a developer. The purchase of commercial real estate is also allowed if it is intended for rent. The properties eligible for the program are apartments in new residential complexes, villas by the sea or in the mountains, townhouses in gated communities and properties from companies with a construction license. Properties cannot be purchased from a private individual on the secondary market; this restriction is related to control over investment sources.

Stages of obtaining a residence permit

The procedure for obtaining a Cyprus residence permit is divided into several stages and takes from 2 to 6 months. The first begins with choosing a property with the help of an agency or developer. Then the contract is signed. Preparing documents and submitting applications takes some time. At the stage of registration of the transaction, it is recommended to use the services of a licensed lawyer who will check the availability of all construction permits, the status of the land and the absence of encumbrances. It is also advisable to register the contract with the Land Registry, which provides additional legal protection.

Documents that need to be prepared

To obtain a residence permit, you need:

  • a passport and copies of all pages;
  • a document on the right of ownership of the property;
  • a certificate of income and movement of funds;
  • bank statements from Cyprus;
  • certificates of marital status (if applying with a family);
  • a certificate of no criminal record;
  • confirmation of payment for real estate.

After collecting all the documents, the registration procedure is accelerated.

Application processing times and obtaining a residence permit

The standard review period lasts 2-4 months. In the absence of errors in the documents, the minimum period is 60 business days. A residence permit is issued indefinitely, subject to the conditions of ownership of real estate and non-resident status.

Benefits and obligations of a residence permit holder in Cyprus

Having received a residence permit, a foreigner receives the right to freely enter and reside in Cyprus, simplified access to education and medicine, the opportunity to open a business or open accounts in local banks. Visa-free travel to a number of EU countries and the prospect of obtaining citizenship after 7 years of permanent residence also become available.

The responsibilities of the residence permit holder are to maintain ownership of the property, visit Cyprus at least once every two years and comply with the country’s immigration rules. Cyprus is one of the few EU countries where it is possible to obtain a residence permit without complex bureaucratic procedures.
